Abstract

Tourism stands as a cornerstone of India’s economic roadmap toward Vision 2047, contributing significantly to GDP, foreign exchange earnings, and infrastructure growth. This study examines the tourism industry in the Garhwal region of Uttarakhand—a hub for religious, adventure, eco, and yoga tourism—as a vital source of revenue generation. With the state witnessing a 61.79% increase in tourist arrivals between 2018 and 2023, the Garhwal division, home to the Char Dham and the "Yoga Capital" Rishikesh, plays a pivotal role in this growth trajectory.

Despite its potential, the region faces critical challenges, including seasonal dependency, inadequate infrastructure, and high vulnerability to climate-induced natural disasters. This research utilizes a descriptive and analytical framework to investigate the growth trends of domestic and international arrivals and evaluate the effectiveness of the Government of Uttarakhand’s tourism policies. Through a hypothesis-driven approach, the study tests the correlation between tourism infrastructure and regional revenue, as well as the impact of arrivals on the local economy.

The findings aim to provide a strategic roadmap for diversifying tourism offerings and implementing sustainable practices. By balancing economic growth with ecological preservation, the study underscores how community-based tourism and policy interventions can transform Garhwal into a resilient, year-round global destination. The research contributes to the broader discourse on building a self-reliant Bharat by 2047 through regional economic empowerment.
